Govt proposes 3-tiered State Crisis Management Task Force

ITANAGAR, June 3: Chief Minister Jarbom Gamlin today held a meeting with Commissioners, Secretaries and Heads of various Departments with a view to set the agenda for the government’s functioning. The meeting is pitched as a crucial one in the light of it being the first one with his officers after taking over office of the CM.

In a significant move, the Chief Minister presented his proposal for setting up of a 3-tiered State Crisis Management Task Force that will be responsible for supervising and monitoring action taken in various crisis situations faced by the state. In the light of the many apprehensions raised during the recent tragedy, the setting up of this Task Force, which will function as a central command, is expected to contain mis-information and enable quick response to any emergency. The IG Police has been entrusted with the responsibility of finalizing the modalities of the structure and functioning of the task force.

Further, in his address, Gamlin revealed the thrust areas of his government in the immediate future and called upon the entire government machinery to deliver on the assurances made to the people. Highlighting that the timely completion of the PM’s package was central to this government’s mandate, he laid emphasis on constant monitoring and review of the projects. “Our Government must be recognized as one which delivers at all levels”.

Acknowledging that the officials and staff at the district level are the true contact points of the government with the people, he appealed to the officers to go out of their way in order to extend all help to officials in the districts and remarked that demands and schemes coming from the districts must be given top priority.

On a note of caution, he said that due to the non-adherence of the Official Secrets Act, documents and files not even collected under RTI, are circulating among the masses. He observed that the carrying of files by members of the public to various govt officials is in violation of the provisions of the Act. He said that soon an order would be in place that will prohibit such practices and disclosed that both the official responsible for giving the file as well as the person carrying it will be penalized. “We must ensure that the best practices of govt functioning are strictly followed in order to ensure accountability.” Taking strong exception to the culture of frequent bandh calls, he said that it is the duty of state government staff to defy such bandh calls and appealed to everyone to collectively fight this menace. He assured officials that adequate security will be provided for them to attend office.

On the same note, he also made a fervent appeal to civil society organizations and student bodies not to revert to bandh calls with such alarming frequency. He said that issues need to be sorted out on the basis of discussions and dialogue. Bandh calls not only hamper the process of development but also have an impact on thousands of people engaged in trade and services who are dependent on daily earnings for a livelihood. In this light, frequent bandh calls come across not as anti-government but as anti-people, he said.

 The meeting took off with an address by the state Chief Secretary Tabom Bam, who laid the groundwork for the discussions while Yeshi Tsering, the Principal Secretary to CM highlighted the progress made on various developmental initiatives taken up like the Trans-Arunachal highway, Secretariat building and the MLA Apartments.

Hage Khoda, Commissioner Education, S&T, IT and Civil Aviation highlighted the status of the Greenfield Airport and RTE.

Ankur Garg, Secretary Planning emphasized on the continuation of the Third Party Monitoring system.

Kaling Tayeng, Secretary Health deliberated on the establishment of medical college, nursing college and on the NRHM. Bandhana Deori, Secretary Tourism briefed upon infrastructure development, HR up gradation and implementation of the State Tourism Policy. Er. Tumke Bagra, Secretary Power ensured timely implementation of various projects under his department. Tape Bagra,  Commissioner  highlighted the progress of PMGSY while Commissioner Home T. Taloh said the state should coordinate with the Defence Ministry for raising of more battalions on the line of the Arunachal Scouts. (Chief Minister’s Press Bureau)

 

GPM, student killed in accident

ITANAGAR, June 3: Dari Dolu Welfare Society (DDWS) has demanded the Basar Additional Deputy Commissioner (ADC) to hand over  the driver of the truck, which killed Dari-II GPM Bommar Riba and Mari Doye, a class X students of Govt Sec. School Dari in an accident in between Ego camp and Rilu village under Dari circle yesterday, from Likabali Police station to Basar Police. The driver, who  fled the spot after the accident, was apprehended at Likabali check gate by police and presently he is in lock-up at Likabali police station, the OC of Likabali Police Station said.

Meanwhile, DDWS demanded the authority to grant adequate compensation to the next of kin of the deceased. It also demanded for establishing a permanent check gate at Dari Ego camp and providing information regarding number of vehicles cross the Likabali check gate to all COs of West Siang district on weekly basis.

 

Bonanza for employees as state govt announce DA

ITANAGAR, June 3: The Finance Minister has decided to release DA @ 6% for Govt. Employees and pensioners raising it to 51% from existing 45% with effect from 1st January’2011. This will cost the state exchequer a total of Rs 84.10 cr.

While extending the bonanza to the Govt. employees of the State, the Finance Minister Kalikho Pul urged the employees to work in the Govt. establishment with greater commitment and sincerity. The financial position of the state can improve only when all categories of Government officers and officials keep up the effort in enhancing the Govt. revenue howsoever negligible the amount may be. No Govt. can manage the finances effectively only by spending. Rather we have to steadily achieve self-reliance in finance by increasing our own revenue, he said.

Due to lackadaisical attitude on the part of the revenue earning departments, a huge chunk of leakage takes place causing loss to State exchequer. Hence while expecting benefits from the Government, the employees are morally obliged to strengthen the Govt. exchequer at their respective levels, the minister said.

During the Chief Ministership of Lt. Dorjee Khandujee, the state had secured an unprecedented number of major projects. Several central teams had visited the State for monitoring and review. Due to satisfactory report submitted by them, the State had been able to receive a huge amount of central assistance. Now, the responsibility lies on the shoulder of bureaucrats, engineers, administrative officers not only to utilize the funds judiciously  for the purpose for which it has been provided but also ensure timely completion of ongoing projects as per phasing and also ensure timely submission of utilization certificate, so that the state can claim further assistance, he said. They should also followed Govt. guidelines and codal formalities strictly and maintain proper records while implementing the schemes, Pul said as he appealed all categories of Govt. officers and officials to maintain a sound work culture and cooperate with the Govt. to improve the financial position.

The Minister further said that the State Govt. is also considering to sort out the stipend problems of the Students by creating a separate head of expenditure and separate allocation so that monthly payment of stipend can be made to ensure smooth procurement of ration etc. for the students in the school hostels.

The Govt. is also considering to provide stipend to students of Class I - V of upgraded IV to Upper Primary Schools who were deprived of the facility after upgradation.

“In an effort to promote sports and tourism in the state, the Govt. is also considering certain initiatives, he said while adding that the  Govt. invites suggestions and inputs from all concerned especially experts on those areas to help the state in generating more revenue” .

The new Government in the State under leadership of Jarbom Gamlin, reaffirms its commitment in continuing the welfare measures initiated by previous Chief Minister Late Dorjee Khandu. Taking over the rein at a crucial phase, this Government has been making all-our efforts to sort out the financial problems in the state despite the fact that the state is still undergoing financial crunch to a great extent. However, the welfare measures of Govt. especially in social sectors such as interest of employees, students, and problems related education, health, police etc. shall be accorded top priority, he said.

 

Everesters felicitated at Guwahati

ITANAGAR, June 3:  Anshu Jamsenpa, the world record holder in mountaineering was given a warm reception at Guwahati Airport yesterday by the members of Assam Mountaineering Association (AMA), Guwahati Arunachal Students Association (GASA)  and Arunachal State Tourism Officials.  Anshu was returning back from Mt.  Everest Expedition with a record breaking two summits on 12 May and 21 May.

Many leading NGOs including Assam Rock & Sports Climbing Association (ARSCA)   led by Additional Director General of Police Pradeep Kumar IPS and President of the Association felicitated Anshu.  Assam Tour Operators Association (ATOA) also felicitated Anshu and Tine Mena today in Guwahati Press Club which was followed by a Press Conference.

In the morning she flagged off the Indo Bhutan Bike Expedition 2011 jointly with MLA Robin Bordoloi and Naseem Akhtor from Nehru Stadium.

Tomorrow the both the Everesters of Team Arunachal accompanied by Tsering Wange, President AMASA and Dr. KR Meetie Arunachal State Sports & Youth Affairs Official is scheduled to meet the Assam Chief Minister.

Turf war claims one life in Khonsa

ITANAGAR, June 3: One person has been killed and one injured in a shootout in Khonsa this morning. The day light killing is suspected to have been carried out by the factions of the NSCN.

In what appears to be a targeted killing, three assailants suspected to be NSCN cadres shot dead Puman Wangsa, originally from Pongchau while one G Wangsa was injured.

A source said that killing happened as the two men were standing outside a shop in the market.

The injured G Wangsa is recovering at Khonsa hospital and is stated to be out of danger.

Tirap district has witnessed a turf war between the two factions of the NSCN since November forcing the centre to deploy additional forces.

However despite the continued cross firing between the two organizations, the forces were withdrawn just before the Assam elections held in April.

Despite known as a troubled district just one battalion each of Assam Rifles and CRPF are stationed in Khonsa area while Rajput Regiment is in charge of Longding area.  Arunachal Pradesh Police has strength of just 250 personnel in the whole district.

 

District Level Core Group meet on Security

ITANAGAR, June 3: The first meeting of the District Level Core Group on Security of Papum Pare was held today under the Chairmanship of Deputy Commissioner Pige Ligu.

DC will be the chairman of the District Level Core Group while SP would be Member Secretary and members include Commandant 31st Bn. ITBP Yupia, Commandant 10 Bn. ITBP Kimin, the Commandant GREF[BRO] Naharlagun, EAC Kimin and Balijan.

SP Papum Pare Nabam Gungte, Commandant 31 Bn. ITBP, Yupia Mahesh Kalawat, Dy. Commandant 10Bn. ITBP, Kimin, Vijay Bhati, DFO, Banderdewa Tasso Sira attended the meeting in which the Commandant ITBP has assured their full cooperation to the District Administration in case of any emergency situation. Regarding recruitment of CPMFs, the D.C Papum Pare has requested the Commandant ITBPF to send the recruitment information to District Administration at least 2 months before so that the Administration can convey the messages to all the Interior Administrative Officers. The Commandant ITBP has suggested that an Open Rally for recruitment in CPMFs should be organized in consultation with the District Administration for the awareness of eligible youths. In case of fresh recruitment in CPMFs the house preferred the mode of recruitment through open rally in a designated place so as to reach to more eligible youths.   

 

DRDA discuss prog implementation of schemes

Koloriang, June 3: The governing body meeting of District Rural Development Agency (DRDA) of Kurung Kumey district was held at Koloriang today.

Deputy Commissioner, Kurung Kumey cum CEO, DRDA Rajeev Takuk, urged the department to try and implement the schemes in all part of the district. He said it is better to try and fail rather than not implementing the scheme at all. He also urged the members and the Head of departments (HODs) to work in collaboration so as to develop innovative ways of implementation.

The Project Director (PD) of DRDA, Tabin Siga presented the annual report for 2011-12.

He mentioned in detail the four main programmes- Mahatma Gandhi, National Rural Employment Guarantee Act (MG-NREGA), Swaranjayanti Gram Swarozgar Yojana (SGSY), Indira Awaas Yojana (IAY) and HARIYALI/Integrated Watershed Management Programme (IWMP).

He mentioned that the SGSY program of Kurung Kumey has yet not been separated from DRDA Ziro.

The Block Development Officers (BDOs) of all the blocks of the district submitted their annual action plan (AAP) for this year.

The members complained that many a times they were not informed about the IWMP training and asked the concerned officers to inform them about the same without fail.

Much debate was generated around the SGSY scheme, which should be ideally be funded equally by the government as well as the bank. The members alleged that they have not been receiving any fund from the bank. The banks usually refuse on the grounds of difficulty in recovering the amount loaned. It was also suggested that only the State Bank of India (SBI) should be entrusted for this scheme.

Few ZPMs questioned the selection of the beneficiaries under the IAY scheme. A resolution was adopted to discuss the list of beneficiaries in the block level and then bring it up in such meetings. They appealed for a sanction of 50 CGI sheets instead of the existing 30. (DIPRO)

 

Meeting on encroachment held

ITANAGAR, June 3: VEC Chairman, government primary school, Doni-Dokum Colony, Itanagar, members from Capital Students’ Union, Colony welfare committee, school staff and public conducted a joint meeting at Doni-Dokum school premises today regarding alleged illegal encroachment on school land.

The meeting was also attended by MLA Techi Kaso, Deputy Commissioner, Capital Complex Pawan Kumar Sain and District Additional Magistrate Talo Potom.

During the meeting, the house apprised the MLA and Magistrate about the school land encroachment and informed that the school land are being encroached by some individuals.

The house further appealed the MLA and DC to initiate immediate steps for issuance of land allotment certificate to the school in order avoid future disturbance and dispute and also works out necessary steps to take back the school land from the possession of illegal occupants before the re-opening of new academic session.

Meanwhile, Capital Students’ Union in a separate release appealed to the education department to make proper demarcation of Doni-Dokum government primary school under SSA to avoid land encroachment.

 

Vehicle checking drive continues

ITANAGAR, June 3:  This time Capital administration, Traffic cell and Arunachal Public Motor Transport Federation (APMTF) jointly conducted surprise vehicle checking for two consecutive days on June 2 and 3.

 Altogether 16 traffic violators including bikers were booked under MVI Act today for not possessing proper documents and riding bikes without wearing helmet. This was informed by APMTF in a release today. The federation further informed that some violators of the traffic rules have been imposed fine.  It was found that most of the drivers are plying their commercial vehicles without valid license and most of them are unaware of traffic rules, the Federation said.

Information that such joint checking drive will be continued, the Federation appealed   to the all commercial vehicle owners/drivers to cooperate. It also appealed the drivers to avoid reckless driving.

 

East Kameng BJYM pleads for 2 new APST buses

ITANAGAR, June 3: East Kameng District Bharatiya Janata Yuva Morcha (BJYM) has appealed to the APST general manager Naharlagun to provide two new buses at Seppa station at the earliest. The District BJYM in a release today said that most of buses provided to Seppa APST station are outdated and not fit for the road. BJYM president Loku Sono further said the passengers traveling on APST buses in East Kameng have been facing innumerable problems as the buses develop mechanical problems on road many a times.

Buses are mainly required on Seppa to Itanagar, Tezpur, Guwahati and Bameng routes and Seppa to Chayang Tajo, Pakke-Kessang and Seppa to Tawang via Bomdila routes, the release said.

 

AYFCC for imposition of strict traffic rules to curb accidents

ITANAGAR, June 3: Expressing deep concern over increasing cases of road accidents in Capital Complex, the Apatani Youth Forum Capital Complex demanded the district authority to prevent such accidents by imposing strict traffic rules.

Citing the example of the recent accident near Palwan point which claimed three innocent lives, the Apatani Youth Forum demanded for prescribing speed limit for various vehicles in road between Itanagar and Naharlagun beside conducting regular checking of vehicle fitness certificate and valid driving licences of trekker drivers. It urged Arunachal Pradesh Motor Transport Federation to be more strict on reckless driving by unruly drivers.

While demanding for setting up an inquiry committee to investigate the accident the Forum urged the authority to provide adequate compensation to the next of kin of the deceased and other injured in the accident.

The forum, while describing the death of Hage Punya and Subu Kanya in the accident as irreparable loss, condoled their sad demise, prayed for eternal peace peace of the departed souls.

 

APPDSU's suggestion to Geo & Mining Dept

ITANAGAR, June 3: All Papum Pare District Students’ Union (APPDSU) suggested the Department of Geology and Mining to construct its own gate in suitable places within capital complex to collect revenue.

The Department concerned does not have its own permanent designated gate for the purpose and some time it collect revenue near a hotel at Naharlgun which has created traffic hazard, APPDSU said.

While appealing to the department concerned not to choose that particular place for revenue collection point, APPDSU suggested for construction of permanent gate of its own at suitable places at Nirjuli, Naharlagun and Itanagar area beside establishing its offices at Nirjuli and Naharlagun.

 

ESDP on dry flower making

ITANAGAR, Jun 3: A week long  Entrepreneurship & Skill Development Programme on Dry Flower making (ESDP) has concluded today at SIRD Hall.

The programme was organized by Action Aid Society Arunachal (AASA) in collaboration with IIE (Indian Institute of Entrepreneurship) Guwahati.

Thirty youths has been given basic entrepreneurship skills and business aptitude with practical training on dry flowers making and field visit. The youth were also informed on various schemes & projects available under the government.

Tao Tara Abu –Programme Coordinator AASA while coordinating the week’s long programme called for self reliance while Field Associate Ngurang Tasery stressed the need for generating self employment.

S. Teetu Yoka of AASA called on the concerned people not to manipulate self employment programme like PMGSY.

It is well known fact that due to influence of politicians, the well designed self employed programme have not achieved its objective.

She further said that Daporijo Industry department has been charging rupees hundred for PMGSY form to unemployed youths which should be given free of cost by department.

Tirap students need coaching

Dear Editor,

Let me bring out the fact that in the recently concluded JEE exam for engineering and medical courses one could hardly find any Noctes /Wanchoes / Tutsas in the merit list although Tirap is blessed with best of the schools.

The fact remains that most of these students have no access to coaching which has become important to crack the entrance exams besides self study.

Even in Arunachal Civil Service Exams, one hardly finds any candidate from the district.

Hence it’s my appeal to the Nocte/Wancho students and Tirap students unions to consider requesting the representatives of the district and also various NGO’s operating in the state at large to start a coaching centre for JEE exams and APPSC exam 2011 in  Khonsa / Deomali / Longding.

Rushing to Itanagar creates accommodation problem besides distractions of the capital life, cost of the things which most of the poor students from the district are not able to meet. Hope I will soon see a coaching centre at Khonsa very soon.

A chronic leisurely suicide

Dear Editor,

This is with reference to the report World no Tobacco day Observed (June 3). Each year, May 31 is observed as ‘World no tobacco day'. The day just comes and goes without leaving a palpable impact on the global health scenario. The killer weed tobacco continues to grow, gets cured and rolled into products. The powerful and purely profit-oriented tobacco industry flourishes at the cost of human lives. Each day, tens of thousands of teenagers are getting initiated into smoking. The deadly poison is freely available at every nook and corner without restrictions. People enjoy and relax over tobacco, committing a chronic leisurely suicide. Health care costs and productivity loss are massive and staggering. The government does not dare to impose a blanket ban as it generates revenue in the form of taxes. By imposing pictorial warnings on tobacco packs, it only wants to show that it is educating people and keep people away from tobacco products.

Community organizations for who?

Dear Editor,

I would like to know exactly what community based student organi-sations and so called organisation actually does. You feel bad when somebody questions your integrity and you are not satisfied with equal treatment or privileges given to somebody. I never see any community based organi-sations demanding betterment of other tribe. With formation of organizations representing numerous tribes only shows a divided Arunachal to rest of the world. Do you ever try to preserve your culture?

You call yourselves Tagin, Nyishi, Apatani, Galo,Adi etc but have you ever realised that your entire culture is under tremendous changes and it is taken over by western culture. if it is so what is need of having community based organization.  Lets only have one organisation that is the organisation of human beings. If you are really interested in preserving your community and wants to keep alive your tribe you must preserve your culture.

When you dont follow your culture you have no right to call yourselves APST as constitution of India had given privileges of ST thinking that tribal of these part is preserving the age old culture. In fact if you carefully see the criteria and reason why Scheduled tribe status is given,  you will understand that not simply because you are born and live in these part of land you are entitled for S T privileges.

I dont need to write much as it is you who has to think. AP is the land of khushi Khushi, do keep on doing khushi khushi. Best of luck.

Club refutes CO order

ITANAGAR, June 3: Dui Sports Club (DSU) has out rightly rejected the Palin CO's official order prohibiting occupation, development, plantation and construction of any structure on a particular area of land at Palin, which according to DSU, belongs to Dohu, Gimi and Gumki clan of Dui Society, Palin.

Describing the official order meaningless, DSU said that neither the land was transferred/gifted to Takam clan nor was the land in question is disputed amongst the clan members as mentioned in the official order.

The land in question (in between Rachi stream and Sangbing river at Palin circle of Kurung Kumey district) is the permanent land of the three clan (i.e.Dohu, Gimi, Gumki) as per Nyishi traditional record, DSU said in a release.

It clarified that the amount of Rs.10 lakh given to Dohu, Gimki and Gumku clans by Takam clans of Dokio, Langpo (Sangram) and Gyate villages was not in the form of cost of the land  but it was paid as compensation only.

According to the document provided by DSC, a deed of agreement was signed between the two parties wherein the Takam clans had agreed to pay an amount of Rs. 10 Lakh as a one time compensation to Dohu, Gimki and Gumku clan for enjoying Haryali scheme on their (Dohu, Gimki and Gumku clan) land, the DSC release said while counterclaiming the order.

Union demands SBI Branch office at Mechuka Subdivision

ITANAGAR, June 3: All Libo Bokar Ramo Students’ Union in a letter to General Manager State Bank of India, Arunachal Pradesh Branch, while briefing the grievances of the people due to non-existence of SBI branch office at Mechukha sub-division appealed for immediate establishment of SBI branch office at Mechuka Sub-division.

The union further assured to provide any cooperation to the SBI authority for establishment of the office in their locality.

 

Doctor’s conference held

ITANAGAR, June 3: Arunachal Pradesh Service Doctors Association, East Siang District Branch conducted its general conference at General Hospital, Pasighat recently.

During the conference, the house resolves to conduct more medical camps in the district and selected Dr. M Perme, Dr. LC Darung and Dr. T Basar as president, vice president and general secretary of the district unit association.
